What Happens When the Same Team Reads Your Proposal Twice
GAO released a decision today that the Army won three weeks ago. CSA Global walked into corrective action on a $299 million Army National Guard training recompete holding the low price, walked out with a new risk against it, and the evaluators built that risk out of CSA's own staffing table.

The decision itself is dated August 28, and the twenty-day gap is explained in a sidebar on its own first page: the decision "was subject to a GAO Protective Order," and this is the redacted version approved for public release. So the loss has been three weeks old inside the room and zero days old outside it.
The protester is CSA Global LLC, doing business as Client Solution Architects.
The task order is the Army National Guard's Mission Command Training Support Program, competed as W900KK-25-R-ARNG out of ACC-Orlando, which is the same contracting shop whose Live Training Transformation product line we walked through on Monday. Different program, same hallway.
Six proposals came in.
The Army picked one company, got protested, took corrective action, picked a different company, got protested again, and won. Fourteen months of that, and the only party whose revenue never paused was the incumbent.
The Bridge That Never Had to Be Recompeted
Start with the money, because the money is the part nobody argued about.
Valiant Global Defense Services has been performing MCTSP continuously since February 2022 under task order W900KK22F0013, which ran to December 21, 2024 on $138,876,443.89 obligated. When that ended, the Army put Valiant on W900KK25C0004, a firm-fixed-price sole-source bridge coded not competed, FAR 6.302-1, one offer. It ran 456 days and drew $57,641,685.15 against a $98,115,881.47 ceiling.
Then came a second one. W900KK26CA001, January 22 to June 21, 2026, another $23,005,233.53 on a single offer. Its description in the federal award record is not a euphemism:
"ARNG MCTSP MTCCS II PROTEST BRIDGE CONTRACT"
The notice of intent behind it, posted to SAM under solicitation number ARNGMCTSP, says the quiet part in one sentence: the sole source was needed "as a result of protests following the award of MTCCS II Task Order W900KK-25-F-A121," and the award "will ensure ample time for the Government team to complete corrective action, re-evaluate the protested proposals, and conclude with an award decision."
That is $80,646,918.68 obligated to the incumbent across the two bridges while the competition it was covering sat in front of GAO (chart below).
