The Fuel Program Went to Bridge in Two Oceans
The Army's Huntsville engineering center posted two fuels-maintenance bridges 19 hours apart on Wednesday, one for the North Atlantic and one for Korea, and the Atlantic one went from sources-sought to sole-source intent in five days. Three of this month's eight bridge justifications landed on that single day, plus a recompete RFI for the DoD information analysis hub and a base-ops RFP that quietly replaced its own solicitation number.
The same contracting office code opened two notices on Wednesday's board 19 hours and 29 minutes apart, on opposite sides of the planet.
At 03:56Z, the U.S. Army Engineering and Support Center, Huntsville (W912DY on the board) posted a synopsis of intent to award a sole-source contract for Fuel Program Preventive Maintenance and Corrective Maintenance across the North Atlantic Division-Air Force: thirty-five named sites from Bangor to Langley, DLA-capitalized petroleum systems maintained to UFC 3-460-03. Solicitation W912DY26QA327, responses due Sept. 28.
At 23:26Z the same office posted a justification for other than full and open competition covering the Pacific Ocean Division-Far East version of the same work, place of performance Suwon, South Korea. Solicitation W912DY26CA051, and the award it justifies already happened on Sept. 2.
Same office, same NAICS (561210), same PSC (Z1NA), same fuels-maintenance mission, two oceans, one day.
The Atlantic one rewards a second read. A sources-sought notice went up under that same solicitation number on Sept. 11, and five days later the office named its source.
Five days is not market research. It is a formality with a posting date.
And the shape of what it buys: 336 days, a 66-day base period plus three 90-day options.
