The Company That Couldn't Bid Just Got Six More Months

In January 2021 the Navy competed its identification-card support the way you would expect a services requirement of that size to be competed. Twelve offers, fair opportunity across SeaPort NxG, extent competed recorded in FPDS as full and open, no set-aside of any kind. Magellan Federal won it and has held it ever since, to the tune of $75,159,960.23 obligated.

Five and a half years later the Navy competed the same work again, and Magellan was not allowed in the room.

On Monday afternoon, NAVSUP Fleet Logistics Center Norfolk posted the document explaining why Magellan is doing the work anyway (chart below).

Twelve Offers, Then Six Quotes

The incumbent order is N0018921F3006, a task order under Magellan's SeaPort NxG contract N0017819D7162, awarded off solicitation N0018920R3056 against twelve offers on a cost-plus-fixed-fee basis, NAICS 541330, PSC R699. Period of performance began February 1, 2021 and carried four one-year options plus a six-month option, which is what walked it to July 31, 2026.

The scope is Identification Card Administration: DEERS and RAPIDS support at fifty-seven CONUS and OCONUS sites, verifying eligibility and issuing CACs, uniformed service IDs and DD forms for every service branch, their retirees, their contractors and their dependents. The follow-on went out as N0018926QD001, again through SeaPort NxG, this time as a 100% women-owned small business set-aside, run in two steps with Step Two quotes due May 4, 2026. Six quotes came in.

Magellan Federal's recipient registration reads other_than_small_business. So the incumbent on a six-year, $75 million requirement watched its own recompete from the parking lot.
