Who Told You the Award Date Five Months Early?

A ninety-day bridge signed at the end of March carries a potential end date of Nov. 30, 2026.

Nothing inside a three-month food service extension explains a date eight months out. On Sunday night the Defense Health Agency explained it.

"What does a bridge tell you that the solicitation hasn't said yet?"

The Pentagon's daily board runs business days, so nothing was announced between Friday evening and this morning.

Our SAM.gov sweep of that same window came back with 1,765 notices, 1,099 of them DoD, and 287 of the 298 published on Sunday came off DLA's automated small-buy machine in one hour before dawn. Strip that out and a long weekend still opened seven services requirements.

Every one of them moved in the layer before the RFP.

Sodexo Has Held This Since 2008

DHA posted presolicitation HT940826RE017 on Sunday at 9:12pm UTC: nutrition care services at five Army hospitals, Weed at Fort Irwin, General Leonard Wood, Irwin at Fort Riley, Winn at Fort Stewart, and Keller at West Point. Firm-fixed-price, a set monthly price per facility, transition Nov. 1 to Nov. 30, base period Dec. 1, 2026 through Sept. 30, 2027, two 12-month options behind it. Solicitation on or about Sept. 10, closing Oct. 1.

Now go back to the award record (chart below). Sodexo has carried this requirement across six awards since October 2008, most recently W81K0421C0002, $47,310,593.69, won full and open on three offers and ended March 31, 2026 with nothing left to exercise.

What covers the work today is HT940826CE010, $2,591,304.03, awarded by DHA on a single offer under FAR 6.302-1, only one source. Its current end date is June 30, and its potential end date is Nov. 30, 2026.

That is the whole trick. The bridge carries option months running to the day before the new base period starts, and it hit the record at the end of March, 153 days before the presolicitation appeared.

Anyone tracking the incumbent's instrument had the award date in the spring.
