How a 2022 Solicitation Just Awarded a 2031 Contract
Six companies joined DoD contract vehicles this month, every one of them off a solicitation decided in 2022 or 2023. DLA's standing solicitations have no competition date for a capture pipeline to track, and the newest seat orders until October 2031.
On the last business day of August 2022, proposals were due on a DLA laboratory supplies solicitation.
They were also due on the last business day of September. And October, and every month after that, for five years.
That is written into the synopsis for SPE2DE-22-R-0006: "there will be periodic opening and closings throughout the five-year period. The time for receipt of proposals will be 3:00 P.M./EST on the last business day of each month beginning August 01, 2022."
On Thursday, that solicitation produced a contract for Cepheid worth $49,000,000 that orders until October 21, 2031.
Six in Ten Business Days
Cepheid was the sixth company added to an existing DoD multiple-award contract in two weeks of contract boards.
Ten contract boards were posted between Oct. 8 and Oct. 22, and six of them carried exactly one "has been added as an awardee" item.
All six were Defense Logistics Agency Troop Support in Philadelphia: Ethicon, Atlantic Diving Supply, Gaithersburg Farmers Supply, Maness Veteran Medical, VWR International, Cepheid.
Four solicitations between them. The newest was decided in September 2023, the oldest in February 2022, and the gap between the original award and this month's announcement runs from 1,111 days to 1,713 days (chart below).

Announced ceilings total $723,500,000. Two of the six landed on consecutive boards against the same solicitation.
The Door Doesn't Close
The medical equipment version, SPE2DH-21-R-0002, says it plainly.
"This solicitation is a standing solicitation... The solicitation will remain in effect five years from the issue date or when it is replaced by an updated solicitation, whichever comes first. Proposals may be submitted at anytime during the open periods of the solicitation."
And then the line that does the real work:
"The Government intends to award a contract to all responsible offerors who comply with the terms and conditions of the solicitation and whose prices are determined to be fair and reasonable."
There is no competitive range here, and no selection decision to lose. You meet the terms, your prices clear, you get a contract.
DLA's own notice for Cepheid still calls it "a competitive acquisition," which it is, in the sense that everyone competes against the price reasonableness determination rather than against each other.
So the ECAT catalogs behave less like a vehicle and more like a registry with a five-year door.
SPE2DH-21-R-0002 is on its eighth amendment, posted Feb. 11 of this year as the "Generation V" program, and it is open right now with proposals due Dec. 1, 2026. It replaced SPE2DH-16-R-0002, which closed in August 2021.
133 Contracts and Counting
Pull the four solicitation numbers through FPDS and the scale shows up.
Those four numbers carry at least 133 base IDIQ awards with $8,062,663,532 in combined ceilings. The medical equipment solicitation alone accounts for 74 of them and $3.95B, signed continuously from February 2022 through this past July.
Here's the part that should bother anyone sizing one of these: the laboratory synopsis forecast a maximum of $495,100,000 for the contracts it would produce. FPDS already carries $1,338,900,000 against it, which is 2.70x the forecast, and that number is a floor, because at least one 2026 award shows up in SAM and not yet in FPDS.
Every one of those base records reports $0.00 obligated, the same way all 479 parent vehicles we walked this week do. The money moves at the order.
What It Does to a Pipeline
Each holder's ordering period runs five years from its own signature. Becton Dickinson signed in May and orders to June 2031.
Cepheid's award is dated Thursday and orders to October 2031.
Which means the vehicle has no end date at all, and nothing for an expiration-driven pipeline to catch.
We refreshed ours this morning: 1,613 DoD contracts above $50M expiring between April 2027 and October 2028, 56 of them DLA. Not one is an ECAT catalog contract.
The pursuit decision is different in kind. There is no capture plan, no incumbent to unseat, no protest window worth watching.
There is a solicitation on DIBBS, a monthly closing, and a price you can defend.
Final Thoughts
A recompete is an event, and events are what pipeline tools are built to find. Standing solicitations are the opposite shape: no event, no decision date, just a door that stays open for five years and a contracting office that writes a new IDIQ every few weeks until someone replaces the solicitation.
The medical/surgical version already has a successor on file. SPE2DE-26-R-0003 closed in January, and DLA added Atlantic Diving Supply to the 2023 solicitation in October anyway.
Checking whether a vehicle you wrote off in 2022 is still awarding is a ten-minute job on SAM. Six companies had it confirmed for them in October.
