How a $200 Million Garrison BPA Becomes a $0 Entry

The 409th CSB told industry on Thursday that USAG Stuttgart's base operations will be recompeted as a BPA under OASIS+, solicited on GSA eBuy, with the RFP due December 4 and the incumbent's last call order expiring December 15. GSA's own guidance says FPDS cannot record a BPA established under OASIS+, and the workaround it recommends is to file the agreement at zero dollars.

United States Army Garrison Stuttgart has bought its base operations through one agreement since December 2020. At 10:01 Eastern on Thursday morning, the 409th Contracting Support Brigade published the notice that replaces it.

Presolicitation W91WFU27RA001 runs eleven paragraphs and gives away more than most draft RFPs. The next BASOPS vehicle at Stuttgart will be a Blanket Purchase Agreement established under OASIS+, in the Facilities domain, unrestricted, one base period and four option periods, with the RFP expected on or about December 4, 2026.

And the last line of the notice tells you where to watch for it, which is not SAM.

"What happens to a recompete when the vehicle that holds it cannot be entered into FPDS?"

What Stuttgart Put on the Street

The notice is a p type, posted 2026-10-15T14:01Z under NAICS 561210 and PSC Z2AA, with no set-aside. It names the contracting office as the 409th CSB's Regional Contracting Office in Stuttgart and the place of performance as Stuttgart, Germany.

Three sentences in it are doing real work:

  • "The 409th CSB RCO-Stuttgart anticipates issuing a Request for Proposals (RFP) for Base Operations Support (BASOPS) services under the OASIS+ contracting vehicle on GSA."
  • "The anticipated acquisition is intended to establish a Blanket Purchase Agreement (BPA)."
  • "Interested parties should monitor GSA Ebuy/ OASIS+ for updates, the formal solicitation, amendments, and additional procurement information."

So the competition leaves SAM.gov on December 4 and does not come back.

One oddity worth knowing before you call the contracting officer: the notice carries a response deadline of October 22 at 2:00 p.m. Eastern in its SAM metadata while the body says proposals are not being requested or accepted under it. Nothing in the text explains what that date is for.

The Ceiling Did the Deciding

The incumbent agreement is W91WFU21A0001, held by Centerra Integrated Facilities Services, awarded December 17, 2020 under full and open competition with four offers received.

It carried a base-and-all-options value of $200,000,000 and a five-year run.

Option year four went on the books November 15, 2024, and the agreement's period of performance ended December 16, 2025. Nothing on the record extends it past that date.

Underneath it sit 74 call orders worth $169,514,257.73, which is 84.8% of the ceiling and leaves about $30.5 million (chart below). At the current annual run rate, that is one more year of work and the agreement is finished as a buying instrument.

The two call orders at the right edge of that chart, W91WFU26FA007 for base operations at $23,792,908 and W91WFU26FA008 for project work orders at $270,027, both start on December 16, 2025 and both end on December 15, 2026. They were placed as the agreement's own period ran out, and no order on the record starts in 2026.

Which sets the clock everyone at Stuttgart is now working against. The replacement RFP is expected December 4, and the work in the field stops being funded on December 15.

Eleven days, for a competition the garrison has not yet written a solicitation for.
