Who Renovates a Military Clinic in Three Countries?

USACE Europe District just put every Defense Health Agency minor-construction job in Germany, Belgium and Italy behind one $49 million design-build vehicle. The firm that won it shows up on the federal record sixteen years ago renovating a coffee shop at Landstuhl for $8,272.

The earliest job at Landstuhl Regional Medical Center on PORR Government Services' federal record is a coffee shop.

$8,272, March 2010. That same spring the firm installed three metal doors at Building 3765 for $12,925 and repaired the stairs leading into a storage area for $10,211.

On Tuesday, USACE Europe District published the award notice that puts the same company behind every Defense Health Agency minor-construction job in Germany, Belgium and Italy, on a single-award vehicle worth $49,000,000.

"What does a builder have to do to stop bidding the orders and start holding the contract they come out of?"

What the Europe District Actually Bought

Contract W912GB26DA047, awarded Sept. 30 and posted to SAM at 13:20Z on Oct. 13, is an IDIQ design-build single-award task-order contract. In the Europe District's own words it covers "facility repair, renovation, conversion, alteration, additions, construction, and the procurement/installation of equipment for minor construction in support of the Defense Health Agency (DHA) facilities in Germany, Belgium, and Italy."

Three-year ordering period, one two-year option, NAICS 236220, PSC Y1JZ.

The word doing the work there is single.

A MATOC seat is a hunting licence, and PORR has held a lot of them: 60 indefinite-delivery vehicles across the family record, of which the descriptions name 34 as MATOC or otherwise multiple-award and 8 as JOCs. Exactly one previous award on that list calls itself a SATOC, an FY20 antiterrorism-force-protection vehicle from May 2020.

So the DHA work stops being something PORR competes for order by order against the other seat-holders, and starts being something it is handed.

Sixteen Years of Somebody Else's Vehicle

Pull every prime award record carrying a PORR Government Services name and you get 1,367 of them, against $908,027,449.83 obligated between fiscal 2010 and fiscal 2026.

Now look at how those records break down:

  • 1,220 of the 1,367 are delivery orders, work placed against a vehicle somebody had already competed.
  • 103 are purchase orders.
  • 44 are definitive contracts.

That is a career assembled almost entirely out of task orders, and it compounds (chart below).

Fiscal 2010 closed at $18.6M. Fiscal 2026 closed at $131,064,414.87, the firm's biggest year on the record, ahead of fiscal 2020's $110.1M.

And the $49,000,000 is not in that bar. As of Tuesday afternoon, FPDS returns an empty feed for W912GB26DA047 and USAspending has nothing on the UEI for it, thirteen days after the award date.

What It Took to Win

The solicitation, W912GB26RA019, went up on April 16 and ran four months. The paper trail on it is a decent map of what an overseas three-jurisdiction design-build pursuit costs:

  1. A pre-proposal conference on 23 April 2026, with the slides and the attendee roster posted afterward as Amendment 0002.
  2. Amendment 0003, which moved proposals to 27 May and revised three things at once: the Bank Letter of Assurance template, the S.O.A. requirement, and the Anti-Mafia Screening requirement.
  3. Amendment 0004, "for offerors advanced to Phase 2," which is where the field got cut.
  4. A site visit on 29 July, added by Amendment 0005 along with an attachment governing commencement and prosecution of the work.
  5. Amendment 0006, which rewrote Factor 3 and Factor 5 and added a cost breakdown sheet, with proposals finally due 14 August.

Fourteen attachments on the base RFP, before the six amendments.

If you have ever wondered why the overseas construction field is thin, item 2 is most of the answer: an Italian S.O.A. qualification and anti-mafia clearance are not things a stateside prime assembles for one pursuit.

The Corporate Map Is Drawn by Garrisons

PORR dates itself to 1869 and runs out of Vienna, and the home markets it names are Austria, Germany, Switzerland, Poland, the Czech Republic, Slovakia and Romania.

The federal record tells a different geography. The PORR Government Services entities on it are Germany (682 records), Italy (626), Romania (23), Poland (18) and Benelux (18).

Italy and Belgium are not home markets for the parent. Austria, Switzerland, Czechia and Slovakia are, and carry no government-services entity at all.

The subsidiaries were stood up where USAREUR and USAFE keep installations, which is why a Vicenza dental clinic renovation and a Powidz munitions storage area worth $101,075,586.23 sit on the same family ledger.

Final Thoughts

There is a version of this story where the interesting number is $49 million, and it is the least interesting number here.

The interesting one is $8,272. A firm that was renovating a hospital coffee shop in 2010 spent the following decade doing facility maintenance for Europe Regional Medical Command at Landstuhl, Vicenza, Bavaria and Stuttgart, took the Aviano dental clinic in 2017, and has now been handed the vehicle that everything medical in three countries flows through.

Nobody protests their way to that. It accumulates, one delivery order at a time, until the agency decides the cheapest way to buy the next five years is to stop running the competition.
