The Set-Aside Was Decided on October 1

NSWC Crane told industry on Friday that a property management support requirement is coming back as a competitive 8(a) task order on SeaPort-NxG. SBA had already accepted it eight days earlier, and the acceptance date settles more than who may bid.

Somewhere in the Navy's records there is a solicitation numbered N0016417R0006.

We cannot show it to you. A keyword query against SAM's opportunity index returns exactly one hit for that number, and the hit is a notice published last Friday that happens to quote it.

The quote is the first line of the notice: "THIS NOTICE WAS PREVIOUSLY ADVERTISED UNDER N0016417R0006. A NEW SOLICITATION NUMBER IS BEING ASSIGNED."

Read the digits. A requirement last advertised under a fiscal 2017 number is coming back under a fiscal 2027 one, and the only public account of the ten years in between is the sentence announcing that the number changed.

What Crane Put on the Street Friday

At 9:28 a.m. Eastern on Friday, Naval Surface Warfare Center Crane posted special notice N0016427R3007 for Property Management and Accountability Support Services.

The notice carries no response date, no value, and no attachments.

What it does carry is the shape of the competition:

  • Competitive 8(a) set-aside, restricted "to eligible participants in the Small Business Administration's (SBA) 8(a) Business Development Program in accordance with RFO FAR 19.108"
  • Executed "via the Navy's SeaPort-NxG Multiple Award Contract (MAC) vehicle"
  • Coded NAICS 541330, Engineering Services, which the notice attributes to SeaPort-NxG standard operating procedures
  • Offerors must be "active SeaPort-NxG prime contract holders and certified 8(a) participants in good standing with the SBA at the time of proposal submission and award"
  • Solicitation posts in PIEE "on or about 15 October 2026"

Then the line that does the real work. In accordance with RFO FAR 19.108-4(c), the notice says, "the SBA formally accepted this requirement into the 8(a) Program on 1 October 2026 under SBA Requirement Number 128829."

That acceptance is eight days older than the notice telling you about it.

"What was already settled before any of us could read a word of it?"
