DISA's Pegasus Bridge Rides a GSA Contract

DISA bridged its Pegasus network support this morning by placing a sole-source order on HII Mission Technologies' own OASIS+ contract. That paper answers to a different FAR subpart than a J&A, and SAM.gov stopped giving it its own shelf in October 2019. Here is the field that still tells the two apart.

On October 15, 2019, at 4:05 in the afternoon, somebody posted a notice about a real estate lease extension in Pipestone, Minnesota.

Nothing about it was interesting.

What makes it worth knowing is the shelf it sat on: SAM carries a notice type called Fair Opportunity / Limited Sources Justification, and 7MN2157 is the last notice ever filed under it.

2,571 days later the count is still zero.

Now jump to 10:17 this morning.

DISA posted justification JA026-065, titled "Pegasus Support Bridge". Award date today.

The structured award block names delivery order HC104727F0001 against parent contract 47QRCA25DU155, and that parent is not a DISA number.

It is HII Mission Technologies' seat on OASIS+ Unrestricted, awarded by GSA on 2024-12-17, open for orders until 2029-12-16.

What DISA Actually Bought

The body is short and unusually candid about what it is:

"The task/delivery order is to bridge the existing task order (TO) until award of the follow-on can be resolved."

The scope is subject matter expertise for "uninterrupted multinational Pegasus network services", part of the Mission Partner Environment run out of the Mission Partners Capabilities Office. Place of performance Fort Meade, NAICS 541990, PSC R699, contracting office HC1047.

What the notice does not carry is a number. No ceiling, no obligated value, no period of performance, nothing that would tell you how long "until the follow-on can be resolved" runs.

The one attachment would. It is a 287KB file named JA Print to PDF for Posting Combined_Redacted.pdf, and its access level reads private, status controlled. We tried both download paths this afternoon and got a 400 and a 401. The same request against a public attachment on another October justification returned a real PDF in 195KB, so the access flag is doing that and the endpoint works fine.

Also worth saying plainly: HC104727F0001 does not exist in FPDS or USAspending yet, and neither does any other child order against 47QRCA25DU155. The justification notice is the entire public record of this award.

The rest of this brief is for subscribers.

The specific solicitations, dockets, and dates to act on sit past this line.

$50 a month, or $500 a year.
