$100 Million Is Where the Paper Trail Starts
The Air Force signed a $332,830,519 cyber data contract on the last day of the fiscal year, through a marketplace notice that required no synopsis, and announced it nineteen days later. Twenty days on it is still absent from FPDS, USAspending and SAM. The one thing its size does trigger is a written determination and a notice to Congress, due November 14.
In March 2019 the Air Force's cyber directorate at San Antonio bought something called the Threat Awareness Sharing Concept from a company in Columbia, Maryland, for $9,223,917. FPDS records it as not competed under simplified acquisition procedures.
It ran twenty-one months.
Seven years on, that office has put fifteen contracts worth $569,790,359 in base and all options through the same company. On September 30 it signed a sixteenth, for $332,830,519.
That one surfaced on Monday's board. We went looking for the rest of it.
"If the award never needed a synopsis, what is supposed to tell you it happened?"
Twenty Days, Three Databases, Nothing
The announcement is three paragraphs. Enlighten IT Consulting LLC, firm-fixed-price, $332,830,519, for an "enterprise service solution that is critical in establishing interoperability with Joint Cyber Warfighting Architecture Common Runtime Stack for Data edge analytics, storage, and data transport capabilities within the Integrated Defensive Cyber System architecture." Completion September 30, 2032. AFLCMC at Joint Base San Antonio, FA8307-26-C-B015, awarded September 30, 2026.
Then the sentence that explains everything that follows: "This contract was a competitive acquisition via the TSM, and seven offers were received."
TSM is the Tradewinds Solutions Marketplace, the CDAO open call run out of ACC Rock Island.
So we pulled the award record. There isn't one.
- FPDS, on the PIID both hyphenated and stripped: zero entries. Two control PIIDs run through the identical call shape came back with ten apiece, so the feed answers fine.
- USAspending, Enlighten's full prime history: 38 awards, and this is not among them.
- SAM, on the contract number: zero notices.
Twenty days after signature, the entire public record of a third-of-a-billion-dollar, six-year contract is a press page.
