Who Reads a New PWS in Seven Days?

Friday put seven services notices on SAM.gov and four of them close inside ten days. DIA threw out the work statement on two and left the deadline alone, and DISA finally said out loud what it intends to do with the Fort Meade base operations work it told you it was consolidating in August.

Two notices went up at the Defense Intelligence Agency on Friday evening, sixteen minutes apart.

Both of them discarded the draft work statement industry had been reading since Oct. 5 and replaced it in full.

Both left the response deadline exactly where it sat, at 4:00 p.m. on Oct. 23.

So you get seven days to read a new performance work statement, map it against what your company actually does, and write a capability response. Two of those days are a weekend.

"What did Friday hand you, and how long do you have?"

The Seven-Day PWS

The pair are HHM402-27-X-AUDIT (audit remediation services) and HHM402-27-X-FRAS (financial reporting and accounting), both out of DIA's Virginia Contracting Activity, both performed at Bolling, both routed to the same two contract specialists at dodiis.mil.

The language is identical down to the comma. The new document "supersedes and replaces in its entirety" the one posted on Oct. 5, "all other terms and instructions of the original RFI notice remain unchanged," and responses "remain due" on the 23rd.

That is a deliberate choice, and it is the most useful signal on Friday's board. An agency that rewrites a statement of work and holds the clock is telling you the market research is a formality and the requirement is already written.

Friday's services drop was built that way across the board. Four of the seven notices carrying a live deadline close inside ten days (chart below).
