Who Does the Navy Let Build SUBSAFE Hardware?
Friday's board raised a Submarine Safety hardware ceiling to $148 million and put four names on the line. One is a Pennsylvania small business that walked in through a standing on-ramp, and the next version of the same program closes December 4.
Friday's Navy section ran four companies across a single line: Huntington Ingalls at Newport News, Oceaneering International, Epsilon Systems Solutions, and Delphinus Engineering Inc. of Eddystone, Pennsylvania.
One asterisk, on the last name.
The action is a shared $98,078,464 ceiling increase on a Submarine Safety multiple-award contract, continuing SUBSAFE and Level 1 hardware fabrication, out of Naval Undersea Warfare Center Division Newport.
"How does a small business get a seat on a four-name bench with Newport News Shipbuilding?"
The answer has been sitting on SAM since March 2023, and it is worth the ten minutes.
A Bench of Four
The pre-increase ceiling on this program was $49,921,536, a number NUWC Newport printed in its own synopsis and that every one of the five FPDS contract records still carries.
Add Friday's increase and you land on exactly $148,000,000.
Huntington Ingalls and Oceaneering have held seats since November 29, 2019. Epsilon Systems and Delphinus came on with contracts effective December 15, 2023.
Electric Boat held the third original seat, N66604-20-D-D001, and its record carries no extension past the original ordering period (chart below).
So the roster on one requirement turned over twice with no recompete in between.
Friday's modification is not in FPDS yet. The newest actions on the four live contracts are P00003, P00006, P00011 and P00015, all signed in 2025 or January 2026, which makes the board line the only public record of the raise for now.

Rolling Admissions
The March 2023 notice is titled, in full, "SYNOPSIS: SUBSAFE Hardware and Services- Rolling Admissions On-Ramp."
Its reasoning is plain: "In the interest of enhancing competition and opportunity, the Government intends to issue a solicitation with the goal of adding additional IDIQ contract holders onto the current NUWCDIVNPT SUBSAFE multiple-award contract (MAC)."
And the gate is one sentence: the procurement runs "as other than full and open competition, with NAVSEA NOTE 5000 / SUBSAFE qualification at time of proposal being a stipulation for award."
That is the whole market. Eligibility here is a listing you are on or off, and no amount of proposal craft substitutes for being on it.
Now, the catch worth copying into your notes. The on-ramp hands over whatever is left of the existing window: the synopsis told offerors the resulting contracts were "expected to have an ordering period end date of 29 November 2024," the date the 2019 awards were already running to. Delphinus signed in December 2023 and inherited eleven and a half months. The five-year runway arrived separately, in extension mods the office signed across all four holders in July and August 2025.
NSWC Philadelphia runs the same device on the services side, and files its notices under the same two words: "Rolling Admissions."
Its version adds the rule that matters most to anyone building a naval sustainment platform: "Only one Prime Contract is allowed per company. 'Company' includes affiliates and business units as defined in FAR 2.101."
Small on One Code, Other Than Small on the Next
Delphinus was founded in 1994 and its prime record on USAspending starts with a Navy indefinite-delivery contract signed in 2003. Since FY2008 it has taken $1,503,828,670 in prime obligations, essentially all of it Navy.
The shape of that book is the interesting part. Ten consecutive fiscal years land between $84.6M and $117.4M, FY2026 included at $99.9M (chart below).
Underneath it: carrier food service equipment, a lithium-ion battery shop install, DDG modernization back fit, acoustic sensors, boatyard services, and non-nuclear production support at three shipyards.

The firm holds the other SUBSAFE seat too. At NSWC Philadelphia it took N64498-21-D-0042 in September 2021 against a $892,000,000 program ceiling, full and open, two offers, with Epsilon alongside it on the matching contract.
On that one the contracting officer recorded Delphinus as other than small. Two years later, on the Newport hardware contract, Newport's contracting officer recorded it as small.
Both are right, and the reason is 13 CFR 121.201.
The Philadelphia program runs under NAICS 541330, a receipts standard of $25.5M, or $47.0M on the military and aerospace exception. Newport runs under NAICS 332510, where the standard is 750 employees.
Size is a question the code asks, and these two codes ask different ones.
What Closes December 4
NSWC Philadelphia posted the follow-on on Thursday.
Solicitation N64498-27-R-0010, titled simply "SUBSAFE MAC IDIQ," went up at 16:46Z on October 22 and closes December 4 at 3:00 p.m. EST.
Read the code on it before anything else. The new solicitation is NAICS 336611, Ship Building and Repairing, where the size standard is 1,300 employees.
The program it replaces ran under a receipts standard.
Two more things belong on the same desk. Delphinus took backing from Bluestone Investment Partners on July 21, 2026, with founder Ranjit Das handing the chief executive seat to Roby Lentz.
And the Philadelphia program's own notice says one prime contract per company, affiliates included, which is the sentence to read first if a growth plan involves buying another NAVSEANOTE 5000 holder.
Final Thoughts
Qualification lists are the quietest barrier in defense procurement because they never show up as a set-aside, a protest, or an evaluation factor. They just decide, years in advance, whose proposal is allowed to be read.
What NUWC Newport and NSWC Philadelphia have done with rolling admissions is make that barrier answerable on a schedule a capture plan can use. Get listed, watch for the on-ramp, take whatever runway is left on the window.
A Pennsylvania shop with a steady hundred-million-dollar book did exactly that, twice, and on Friday its name sat on the same line as Newport News Shipbuilding.
