Recompeted

Seven and a Half Years, One Year at a Time

AMIC exercised option year two on AFCENT's air traffic control contract eight days before the period was due to close, and the Pentagon board is the first public trace of a decision made in September. The structure behind that timing puts the real ACCOMS-3 recompete six months earlier than the date sitting in FPDS.

If you bid ACCOMS-2 in March 2024 and lost, the recompete date on your pipeline card is wrong. By about six months.

Friday's Pentagon board carried the correction, though it does not look like one. Amentum Services Inc. took a $26,096,110 modification, P00013, to FA4890-25-C-0002, the Air Forces Central aviation command and control operations and maintenance contract. The action moves total cumulative face value from $52,602,747 to $78,698,857, and $24,408,422 of fiscal 2027 operations and maintenance money went out with it. Air Combat Command's Acquisition Management and Integration Center at Langley is the contracting activity.

The period that action extends had 8 days left on it.

FPDS has not posted P00013 yet, so its reason code is unconfirmed. The amount, the calendar and the contract's own structure leave one candidate, and it is option year two.

"When does ACCOMS-3 actually have to be on the street?"

Twelve Months, Then Six Decisions

The presolicitation says the shape out loud.

AMIC posted it on December 15, 2023: a total duration of 7.5 years, built as a 3-month transition, a 9-month base, six one-year options, and a 6-month option to extend services. NAICS 488111, PSC M1BA, full and open, one award, Secret facility clearance required at proposal submission.

The work is air traffic control, airfield management, TERPS, command and control equipment O&M, and the radar, airfield and weather systems that go with it, at Shaw and Langley in CONUS and at eleven named locations across Bahrain, Iraq, Jordan, Kuwait, Qatar, Saudi Arabia and the UAE. Four companies bid it.

Lay that structure on the November 1, 2024 effective date and every date in the federal record falls out of it (chart below):

  • transition plus base runs to October 31, 2025
  • six option years carry it to October 31, 2031
  • the six-month tail ends April 30, 2032, which is to the day the ultimateCompletionDate that FPDS carries

So the guaranteed horizon at award was twelve months. Everything past January 2026 is an annual decision by one contracting officer at Langley, and we are two decisions in.
