Who Cancels a Solicitation After the Bids Are In?

We put every canceled Department of War services solicitation this fiscal year next to the deadline printed on its own notice. The largest group of cancellations posted after that deadline had already passed, and the worst of them arrived 454 days late.

Two and a half weeks ago we counted how often a services RFP ever changes after it drops. Three in ten never do.

That count left one thing unsaid. Among the notices that do come back, the last thing an agency posts is sometimes not an amendment at all.

"When the final action on a solicitation is the cancellation, where does it land?"

So we pulled it. Every Department of War solicitation and combined synopsis/solicitation in the services codes (NAICS 541, 561, 517 and 518) published or last republished in fiscal 2026: 3,453 notices, of which 120 carry the canceled flag.

Then we set each cancellation against the deadline printed on its own notice.

Forty-six of the 120, 38.3%, posted after that deadline had already passed (chart below). The median one landed 14.7 days past it.

The window closes and the notice keeps going

Stack the 36 canceled inside the final week on top of the 46 and 68.3% of this year's services cancellations arrived at a moment when the proposal was already written.

Only 6 of the 120, 5.0%, came more than 30 days out. That is the one version of a cancellation that gives any part of your bid cost back, and it is the rarest.

Which reprices the thing capture leads actually carry on the pursuit, because a canceled requirement does not bill back:

  • the B&P already spent on a proposal nobody will score,
  • the teaming agreement you signed to cover a gap in the PWS,
  • the pricing exception you argued through your own finance shop,
  • and the two or three weeks of senior reviewer time that came out of a different bid.

The base rate says you lose all of it after the deadline roughly two times in five.

Four hundred fifty-four days

The tail is where this stops reading like a statistic.

FA872624RB007, the CSS3 request for proposal out of AFLCMC's Command Control Communications Intel and Networks directorate, took proposals until 5 p.m. on November 8, 2024, and carried 10 amendments on the way there.

Its cancellation posted on February 5, 2026. That is 454 days after the room closed.

What filled the gap is on the public record. The Pentagon's daily board announced a $525,831,923 cost-plus-fixed-fee award to ASRC Federal Data Network Technologies on September 12, 2025, and four days later the same board said the contract "was not awarded."

So the live public status of a half-billion-dollar cyber services recompete, for sixteen months, was an award that had been un-announced against a solicitation nobody had closed.

Three more cleared 200 days: the Army's Enterprise Public Safety Answering Point at 312, DHRA survey and market research services at 260, and USTRANSCOM's IT enterprise commercial solutions opening at 211.

It travels with the command, not the contract type

Notice type does almost nothing here. Straight solicitations cancel at 3.6% and combined synopsis/solicitations at 3.3%, which is the same number twice.

The buying activity is where the spread lives. Of the 46 late cancellations, the Army owns 21 and the Air Force 13, with the Navy at 3 and the remaining nine spread one or two apiece across DHA, USTRANSCOM, DHRA, NGA, WHS, DoDEA, DFAS and DISA.

Army and Air Force together are 74% of them.

Final Thoughts

None of these notices says why. The record carries the cancellation and stops there, so a funding lapse, a corrective action, a requirement that got overtaken and a program office that simply ran out of fiscal year all land on your screen looking identical.

What the count does say is that the deadline is not the end of the exposure. It is the start of a quiet stretch where the file can still go to zero, where the average wait is two weeks and the far end of it is more than a year, and where nothing is going to tell you which one you are in.

Price the pursuit knowing the window stays open after you have closed yours.

Thanks for reading.
