Two Sustains and Eight Clocks Still Running
GAO sustained two pre-award protests against the Army's $50 billion MAPS solicitation on Tuesday, the first wins out of 25 filings. Eight more decide between September 23 and November 12. Plus a $992M advisory-services award at Eglin, Fort Gordon going HUBZone, and DoDEA putting two overseas maintenance districts to market.
GAO updated two docket pages on Tuesday. Same protester, same solicitation, one word changed on each.
Sustained.
Intelligence Consulting Enterprise Solutions filed B-424433.3 on May 5 and B-424433.7 on May 8, both against W15P7T26RA006, the Army's $50 billion MAPS solicitation out of ACC-Aberdeen.
Both decisions posted August 11, on day 98 and day 95 of the statutory clock.
Nobody outside the protective order knows why yet. Both docket pages carry the standard line that a redacted version gets posted when the redaction process finishes, so the grounds are not public and will not be for a while.

We pulled every docket in the B-424433 family this morning. There are 25 filings against this one solicitation.
Ten dismissed, five withdrawn, two now sustained, and eight still open (chart below). The most recent dismissal was Manutek on August 7, four days before the sustains.
The eight decide between September 23 and November 12. Five of them share the September 30 due date: NextGen Federal Systems, Integral Federal, Cinteot, Alpha Tech Alliance and Kearney.
Kearney is in twice, at .14 and .21. Alpha Tech Alliance is in twice, at .20 and at the newest filing on the board, .25, which landed August 3 and runs to November 12.
So a sustain arrives and the solicitation still has three months of protest calendar behind it.
