DISA reposted its combatant command market research at 19:20 Zulu Monday evening and published the justification that closes it 43 minutes later. The document names every firm that answered, and uses their answers as the proof that only Leidos can do the work.
Two notices went up on SAM.gov on Monday evening, 43 minutes apart, from the same DISA account.
The first republished a sources sought asking the market who can migrate eleven combatant commands onto DoDNet.
The second is the justification saying nobody can (chart above).
This desk has been on this thread since the market research opened in July. The document that closes it is now public, all eight pages of it, and it does something the earlier notices only implied: it names every company that responded, then explains, respondent by respondent, why each answer failed.
