The Second Bidder Disappeared and the Ceiling Didn't Move

Wednesday's Pentagon board carried a $72,742,360 stevedoring award to SSA Atlantic for the ports of Charleston, Savannah, Wilmington and Morehead City.

One sentence in it is the whole story: one offer was received.

Six years ago the same four ports, in the same bundle, under the same NAICS code, drew two proposals, and the government picked between them on lowest price.

This time nobody showed up to be picked between.

Four Ports, Two Notices, Six Years

The paperwork on this one is unusually complete, which is what makes it worth an evening.

USTRANSCOM awarded HTC711-20-D-R035 to SSA Atlantic on 24 June 2020 against solicitation HTC711-20-R-R017. The award notice is still up and it says three things that matter now: the structure was "a five-year ordering period and a six-month extension of services," two (2) proposals were received, and the winner was chosen under "lowest priced, technically acceptable source selection procedures." Total contract value, $91,081,606.

The five-year clock put the last date to order at 30 June 2025.

It did not end there. FPDS shows the ordering period moved four times: P00002 pushed it to 31 August 2025, P00014 to 31 December 2025, P00015 to 28 February 2026, and P00018, signed 20 February 2026, out to 30 September 2026. That is 15 months past the date the contract was written to stop (chart below). On 17 March 2026 USTRANSCOM posted a justification and approval to SAM covering P00018, which tells you the last stretch was not something an option year could reach.

Meanwhile the replacement was moving on its own track, and slowly.

The sources-sought notice went up on 5 December 2024 saying, in the agency's own words, "In 2025, USTRANSCOM plans to have a contract in place." The solicitation, HTC711-25-R-E133, posted 23 July 2025 with proposals due 25 August 2025 at 11:00 Central. Amendment 0001 went up on 19 August with Round 1 questions and answers and left the deadline alone.

Then the SAM record goes quiet for 380 days.

It comes back on 3 September 2026 at 18:03 Zulu with the award notice: HTC711-26-D-E120, SSA Atlantic, $90,927,948.83, performance 1 October 2026 through 30 September 2031. The board followed three hours later with the offer count.

Count the calendar on that. 374 days from the proposal deadline to the award, and 27 days from the award to the day the incumbent's ordering period died.

The new contract starts 1 October, the morning after the old one's last date to order.

No gap. No bridge past the award. Just no daylight either.
