The Recompete Never Says So in the Title
We pulled every active Department of Defense notice published on SAM.gov in the five days to this morning. Of 2,368, eight used the words follow on or recompete, and four of those eight were the same Eglin award posted four times. The ones worth your week say it in paragraph three, where they name the contract they are replacing.
Between Thursday morning and nine o'clock this morning, 2,368 active Department of Defense notices went up on SAM.gov.
Eight of them put the words follow on or recompete in the title. Four of those eight are the Eglin Powertrain award posted four separate times, once per winner, which this desk worked last night.
So five requirements in 2,368 announced themselves.
The rest said it further down, in a sentence most saved searches never reach, and the best one went up at Vandenberg on Monday morning.
The Notice That Names Its Own Incumbent
The 30th Contracting Squadron posted a draft RFP for Facility Readiness and Maintenance Execution, solicitation FA461027R0001, at 16:24Z Monday. Second paragraph:
"FRAME is the follow-on acquisition to the current Launch Operations Support Contract (LOSC) (Contract #FA4610-23-D-0001, currently performed by Call Henry, Inc.)."
That is the incumbent, the instrument, and the PIID, handed over in one sentence. Pull FA461023D0001 off FPDS and the rest comes with it: $79,199,683.26 base and all options, effective 1 Apr 2023, NAICS 561210, small business set-aside, four offers received.
FRAME is 100% small business again, against a $47M size standard.
The scope moves though. The South Vandenberg Power Plant is out, and does not carry over from the legacy contract.
Now the part a capture plan actually turns on. This notice is a repost.
The original went up 27 Aug with a feedback deadline of 29 Sep and an archive date of 14 Oct, and it did archive. Monday's version carries a deadline of 31 Jan 2027, a 124-day extension, posted 12 days after the notice had gone dark (chart below).

The acquisition schedule printed inside still reads "dRFP Release: 8 Sep 26" and still advertises a September industry day with an RSVP deadline of 11 Sep. Award is planned for 18 Dec 2027 and performance starts 1 Apr 2028, five years to the day after Call Henry picked the work up. That leaves 104 days between signature and turnover on a range contract covering over 130 facilities, with mission-essential lines in it.
