The Option Runway Is a Services Problem

We pulled every FPDS action behind all 1,212 contracts on the expiration pipeline and asked which end dates the Government can simply move without competing anything. 224 of them. Army, Navy and Air Force sit within one point of each other, and the spread that matters is six to one between engineering services and construction.

Two rows on our board end on the same day, 2027-04-30, the earliest expiry in the whole file.

One is Augustine Consulting's soldier systems development work for the Army, W91CRB25F0068, $75.8M obligated. The other is Avantus Federal's support to OSD's Strategic Capabilities Office, HY023325CE004, $56.7M.

Neither has to end that day.

The Army can run Augustine to 2030-02-28. OSD can run Avantus to 2029-05-01.

Neither move requires competing anything, and neither one shows up as news.

That is 1,035 and 732 days of runway sitting inside two contracts whose pipeline entry reads April 2027.

So we counted how common that is.

224 rows the Government can just defer

We refreshed the pipeline this run and then pulled every FPDS action record behind all of it: 1,212 DoD contracts and orders over $50M ending between 2027-04-30 and 2028-10-17, $449.35B obligated, 61,213 action records, zero errors.

For each row we took the latest currentCompletionDate and the latest ultimateCompletionDate. FPDS defines the second as the completion date "including the base contract or order and all options (if any)", exercised or not.

When it sits later than the first, the Government is holding coverage it has not spent.

224 rows, 18.5% of the board, $58.58B obligated. Median runway 366 days, and 77 of them carry more than two years.

Where those rows sit is the surprise.

Army 18.1%. Navy 17.8%. Air Force 18.9%. Three departments, 1,047 rows between them, one point of spread. Which service buys your work tells you nothing about whether its end date will hold (chart below).

The NAICS cut is a different picture entirely.

Engineering services (541330) run 24.8% deferrable. Commercial construction (236220) runs 4.1%. Same board, same window, 6.0x apart.

Group them and the desk's services lean holds 303 rows at 28.4% deferrable, $23.38B. Hardware and construction holds 573 rows at 10.5%.

The specific solicitations, dockets, and dates to act on sit past this line.
