The Incumbent's Union Contract Just Became Everybody's Price Floor
NAVFAC Marianas deleted the area wage determination from its Guam custodial recompete on Friday and dropped in the incumbent's collective bargaining agreement with IBEW Local 1260, then told offerors to price to it. The deadline did not move. Proposals close at midnight tonight Eastern, and the Service Contract Act made those rates binding whether or not the amendment ever posted.

Amendment 0005 to N4019226R9150 strikes WD 2015-5693, Rev 27 and incorporates CBA-2019-13030, Revision 1. Amendment 0006, effective the same day, attaches the document itself, all 22 pages of it.
Proposals close Monday at 2:00 p.m. Chamorro time. Block 11 of the SF30 is checked "is not extended."
Read that clock from the mainland and it is worse than it looks. ChST is UTC+10, so 2:00 p.m. Monday on Guam is midnight tonight on the US East Coast.
A capture shop that has been treating Monday as a working day does not have one.
Whose Agreement Is It?
The attachment is not anonymous, and this is the part that matters.
It is the agreement between Advance Management Inc. and Local Union 1260 of the International Brotherhood of Electrical Workers, effective April 1, 2023 through March 31, 2027.
Advance Management is the incumbent.
Seven child orders hang off parent IDIQ N4019222D9101 and every one of them carries that name. The current performance year, December 29 2025 through December 28 2026, runs three parallel orders totaling $3,787,972.67.
So the government has handed every challenger the incumbent's labor agreement and told them to price it. Amendment 0005, item 2, verbatim:
"All proposals submitted in response to this solicitation shall reflect the costs associated with the wage and benefit provisions of the incorporated CBA."
The Number Everybody Is Now Pricing
Article XXI of that agreement is a table with five columns and one occupied row.
Janitor/Custodian starts at $16.20 in January 2023 and steps 3% every December 28 after that: $16.69, $17.19, $17.71, and $18.24 on December 28, 2026 (chart below). Lead pay runs $1.50 above classification.
Now look at the step date against the incumbent's task-order calendar. Those orders run December 29 to December 28.
The CBA raises land on December 28.
The ladder's last step and the successor's first performance year sit on the same seam.
