The Change Order Was Bigger Than the Contract
The Army added $697.7 million to GM Defense's Infantry Squad Vehicle contract on Monday through a single engineering change modification, one bid solicited and one received. That is more than every ISV delivery order placed since the contract was competed in 2020, and it takes the contract's cumulative face value to $915.6 million.
The Army bought more Infantry Squad Vehicle work on Monday than it has bought in the six years since it competed the contract.
Modification P00053 to W56HZV-20-D-0066 carries a value of $697,686,693. The stated purpose is engineering change proposals for the ISV Utility and the ISV Utility Winch Kit. The competition line on the announcement reads "One bid was solicited with one received."
Every delivery order the Army has placed on that program since 2020 adds up to $531.0 million across 89 orders (chart below). One modification, signed on one day, outran all of it.
"When does a change order stop being a change to the contract and start being a procurement of its own?"
