Only One of Wednesday's Two Bridges Has an Award Date
DISA bridged its headquarters building operations to the incumbent on October 29, waiving the sources-sought notice and the market research, with no solicitation anywhere on SAM. DLA Energy bridged a fuels contract the same week with five proposals already in hand and December 18 circled. Inside: the sixteen-year chain DISA just broke, and where the recompete has to land.
In August 2010, DISA competed the job of keeping its Fort Meade headquarters running. Government Contracting Resources won it.
The agency competed the same work in 2015. And again in 2021, that time against four offers.
On October 29 it stopped competing.
1,803 DoD notices hit SAM.gov between Tuesday morning and this morning. 24 are justifications, and two of those are bridges signed a day apart at opposite ends of the same question.
"How long is a six-month bridge with no solicitation behind it?"
The bridge with no front door
DITCO posted JA27-05 at 16:10Z Wednesday, six days after the signature. It covers HC1047-27-C-0021, awarded October 29 to the incumbent, GCR-Dean, LLC, for building operations support across roughly 1,070,000 gross square feet of DISA headquarters.
Period of performance: November 2, 2026 to May 1, 2027.
Six months, and the agency then attaches FAR 52.217-8, which would carry the same contractor to November 1, 2027. The option doubles the bridge.
Every dollar figure in the posted copy is redacted, including the 217-8 number.
What is not redacted is the procurement history in section 11, and it is the most useful paragraph in the document (chart below). Three contracts, all marked competitive, running back to 2010 on a five-and-a-half-year cycle: HC1047-10-C-4021, then HC1028-15-C-0013, then HC1047-21-F-0021.

The last two obligated $40,216,480 and $40,201,223. Sixteen years of competition landed twice within $16,000 of itself, and the name on all three is the same firm family: GCR in GCR-Dean is Government Contracting Resources.
