Norfolk Already Bought the Next Bridge

A $23.9 million Navy test and evaluation award landed Wednesday with a six-month extension already priced into it, at $2,512,152. Four vehicles at the same office expired on the same day in May, and covering that gap took a sole-source contract that is on the public record.

There is a $349,536 contract sitting in the Navy's award record that ran for exactly 183 days and never went out for bid.

It went to the incumbent under FAR 6.302-1, only one source, with one offer received and no set-aside. It covered engineering services at Naval Supply Systems Command Fleet Logistics Center Norfolk from March 18 to September 17 of this year.

Wednesday's contract announcements explain what it was holding the door open for.

The Award, and the Number Next to It

Core Services Group Inc. of Virginia Beach was awarded $23,873,454 for a firm-fixed-price IDIQ supporting the Navy's Operational Test and Evaluation Force, providing Air Test and Evaluation Squadron One with analytical operational test and evaluation support. Five-year ordering period, anticipated to begin this month and run through September 2031. Five offers against an SDVOSB set-aside, FAR Part 15. The PIID is N00189-27-D-W001.

The announcement then does something most of them don't. It names a six-month option under FAR 52.217-8 and prices it: exercise it and the total estimated value becomes $26,385,606.

So the extension has a price tag on day one. $2,512,152.

That is 10.5% of the base ceiling for 10% more ordering period, which is to say the contract's own rates carried forward. Exactly what the clause requires.

"If the bridge is written and priced at award, what is left for the market to see?"

Norfolk obligated $2,500 against it, the contract minimum, in fiscal 2026 RDT&E that expires September 2027. Everything else moves through task orders, and the announcement concedes the places of performance aren't known yet.
