Four Volumes Reopened, and Technical Wasn't One

The Army awarded this task order on July 11, 2025. It awarded it again on January 5, 2026.

Same company both times. There is still no contract.

RS3-24-0006 buys systems engineering and technical assistance across seven functional areas: engineering, quality assurance and test, acquisition, business management, logistics and fielding, operations, and administrative support. Eight companies proposed in Phase I and four made it to Phase III. Amentum Services won at a total evaluated price of $251,658,252, rated higher technically and priced about 6% under DCS Corporation.

DCS protested both awards, with MAG DS Corporation alongside it both times. Both rounds died the same way: the Army took corrective action, and GAO dismissed the protests before reaching the merits.

Round three came out on July 29 and hit GAO's public listing last week. It is the one worth your time, because DCS did not protest the evaluation.

It protested the shape of the do-over (chart below).

What Actually Reopened

Here is what the Army said its corrective action would be:

"re-open interchanges with the four offerors that were included in Phase III, request final proposal revisions, re-evaluate proposal revisions received, and conduct a new best-value tradeoff analysis and render a new source selection decision."

Read that in March and you staff for a full rewrite.

The notice that landed on April 20 was narrower. Offerors could revise four volumes: small business participation, cost/price, key personnel, and organizational conflict of interest.

Technical stayed shut. So did the oral presentation subfactor sitting inside it.

That is the factor the RFP calls significantly more important than price, and it is the factor Amentum beat DCS on twice. The Army reopened everything except the thing that decided the award.
