DISA Named Its Only Source Before Writing the Justification
87.7% of the new award dollars on Friday's Pentagon board went out on a field of one. Over the weekend DISA told the market Motorola is the only source on an Army enterprise radio requirement while the J&A is still in coordination, a New York Air National Guard sole-source notice reposted 29 hours after its own objection deadline closed, and NAVFAC opened the only genuinely contested thing on the wire.
A sources-sought notice went up at DISA on Friday afternoon that names the company getting the work.
The justification that has to carry that decision has not been written. In the agency's own words, a sole-source J&A "is being coordinated and, upon approval, a copy of it will be posted to SAM.gov to comply with the public display requirements of FAR 6.301."
Here is everything else that moved.
Friday's board put the money where the field was one
Nine new awards on the Sept. 11 board state how many offers or bids they drew. Three of them drew exactly one, and those three carry $908,194,011 of the $1,035,385,529 announced across all nine (chart below). That is 87.7% of the dollars.
The six that drew a real field are five Corps of Engineers jobs and one ammunition delivery order. A dike raise on the Houston Ship Channel drew six bids, beach renourishment at Anna Maria Island five, a barracks at Devens four.
Every one of them is smaller than $33,007,000.
- Olin Winchester LLC, W519TC-26-D-A024, $788,361,894 FFP and FPEPA IDIQ for 5.56mm, 7.62mm and caliber .50 ammunition, ACC Rock Island, running to Sept. 10, 2031. One bid solicited, one received.
- Blue Halo LLC, FA9453-26-D-X006, $99,832,117 ceiling IDIQ at AFRL Kirtland for the Leveraged Orbital Battlespace Optimization program. The board calls it "the result of a competitive acquisition, and one offer was received." Two initial task orders already carry $20,178,910 of that ceiling.
- Onebrief Inc., W9128Z-26-D-A014, $20,000,000 FFP IDIQ for commercial software platforms out of ACC Aberdeen, a twelve-month ordering period. One bid solicited, one received.
The Olin number is the one to sit with. The standing small-caliber production vehicle, W52P1J19D0085, was signed in September 2019 at $8,373,805,000 base and all options off solicitation W52P1J17R0141, and FPDS records three offers received on it.
Seven years later the Army solicited one.
None of the three has an FPDS record yet. We queried all three PIIDs against the ATOM feed on Sunday morning and got zero entries each, with a control query returning normally.
For now the board is the only public record that they exist.
