A Third of Friday's Sole Sources Were Somebody Else's Contract

DoD published fifteen sole-source justifications to SAM on Friday. Five of them name an award number the Department never issued: four GSA schedule contracts and a NASA SEWP seat, one of them signed in 2012. The publication clock on those five is GSAR 538.7104-3, and the orders are not in USAspending yet.

DoD put fifteen justification notices on SAM.gov on Friday. We opened every one of them a call deeper than the search index goes, for the structured award block underneath: the contract being justified, the authority, the date it was signed.

Five of the fifteen name an award number the Department of War never issued.

"Whose contract is it when DoD sole-sources the work?"

Four are GSA Federal Supply Schedule contracts. One is a NASA SEWP V seat.

The oldest of them was signed in May 2012, and it just carried a Navy order into fiscal 2027 (chart below).

Whose Paper Is It

The screen most capture shops run looks for a DoD PIID and a FAR 6.302 citation. Friday's layer is a clean demonstration of what that screen drops on the floor.
