The Solicitation Number Changed Jobs

In May, M67004-26-R-0003 was market research for a multiple-award IDIQ. In September the same number came back as a SeaPort-NxG task order, and the nine-month order holding the work together reports a competition that closed in 2021.


The federal procurement record says the Marine Corps competed its coordinated secondary repairables work and got six offers.

It says that about an order signed on 30 April 2026, and about the order that one replaced, signed in 2022.

Both cite the same solicitation, M6700421R3010, and both report six offers, full and open competition, fair opportunity given.

The actual 2026 competition for that scope did not reach SAM.gov until 11 September, and it closes on 20 October.

So the money on this requirement stopped moving in April and the competition for it started in September (chart below).

What the Record Says Happened in April

Marine Corps Logistics Command at Albany runs the Coordinated SECREP Management and Strategic Logistics Services program out of Marine Forces Storage Command, feeding the Reparable Issue Points at I, II and III MEF and MFR. Professional Analysis, LLC has held it since 2022.

The first order, M6700422F3000, ran 2022-04-29 to 2026-04-30 and took $12,976,558.98 across ten FPDS actions: a base award, three option exercises, two funding-only mods, a -$80,393.02 within-scope giveback, and three administrative actions that moved no money.

Then on 30 April 2026, the last day of that order, Albany placed M6700426F0001 on the same SeaPort-NxG contract. Same company, same scope, $2,625,185.00, running 2026-05-01 to 2027-01-31.

One transaction. No mods since.

And in FPDS it is coded exactly like the order it replaced: extent competed A, subject to multiple-award fair opportunity, fair opportunity given, six offers, solicitation M6700421R3010.
