The Army cancelled its medical instructor recompete in 2024 and told GAO the replacement would carry a price realism analysis. The replacement landed Friday night, and it carries nine pricing subfactors, a locked rate card, and a clause that deducts every empty seat from your own invoice at the burdened rate you proposed.
The Army competed this requirement in 2023. Fifteen companies bid, one won, and $4,464,612 went on the contract the day it was awarded.
Eleven months later the Army took every dollar of it back.
So it picked a different winner, obligated $4,475,478 to that one, and terminated the contract for convenience seven months after that.
Between them, the 2023 competition produced $181,516.65 of net obligations and no instructor hours. $100,297.58 of that was a settlement of the second winner's protest costs.
The incumbent nobody ever got to compete against has taken $29,290,094.77 on a sole-source bridge (chart below).
