Navy Strategic Systems Programs posted a notice of intent to award on Tuesday afternoon and gave industry until noon Wednesday to say something about it. The contract had been signed on Sept. 21. It is the third sole-source services award SSP has put on the public record in eleven days, and the three of them come to $211 million.

The whole public body of that notice runs two lines, and it never names the intended source.
At 15:27:57Z, one hour and seventeen minutes later, the same office posted the award notice. Poplicus Incorporated of Arlington, $41,550,000, contract N0003026C7003.
Award date: Sept. 21.
