One Bid Showed Up for $350 Million

The Army put a $350,000,000 ceiling on an enterprise software vehicle Thursday and got exactly one proposal.

Defense Unicorns Inc., Colorado Springs, took W911NF-26-D-A018, a firm-fixed-price IDIQ for "an open-source platform to enhance software delivery for the Department of War, across the Army Enterprise, and other national security environments."

Ordering runs to Sept. 23, 2031. U.S. Army Contracting Command, Aberdeen Proving Ground, is the contracting activity.

Friday's board on the competition, in full: "Bids were solicited via the internet with one received."

So it was competed. One firm answered.

The Record Underneath

Here is why that number is the story.

Pull Defense Unicorns' entire federal prime record and you get 27 contract actions worth $151,309,155 all in. The largest single one is $69,847,834, a GSA task order for Air Gap Software Delivery, awarded as an SBIR Phase III in September 2022 and running to January 2027.

The new ceiling is five times that, and more than twice the whole record (chart below).

Three of the 27 clear $10 million. Eleven are under a million.

And the lineage is the part to sit with: the top of that record is SBIR Phase III, Air Force platform work under IDCS, and a CI/CD pipeline contract. Phase III carries its own sole-source authority, so most of this company's growth never had to survive a competition.

This one did, formally. Nobody came.

One more detail from the same contracting family.

In May, the W911NF office bought a Defense Unicorns software license for $270,000.

Four months later the same prefix carries a nine-figure ceiling.
