Nobody Is Writing the Recompete Package
The Army posted a sole-source intent for $206 million of communications sustainment on Friday afternoon, 29 days before the incumbent's contract ends, and put the quiet part in the notice body. Also in the sweep: $729 million of ceiling added to three single-award software IDIQs in 65 minutes, a seven-day fuse on a Navy support services RFP, and a Marine Corps IT recompete that changed fiscal years mid-posting.
Agencies do not usually write down the thing you spend a quarter trying to confirm. On Friday one did.
A notice went up at 1:31 in the afternoon Eastern announcing that the Army intends to hand V2X Systems LLC a sole-source contract worth $206 million for the operation, maintenance and defense of Army communications across Southwest and Central Asia. The next paragraph says:
"At this time there is no recompete package which would include a new Performance Work Statement (PWS)."
An agency is telling you, in a published notice, that the document a competition would have to start from does not exist yet.
The Incumbency You Were Going to Chase
The contract this replaces is W91RUS21C0001, held by V2X, worth $631,375,650.94 in obligations, and it ends on October 31. The notice posted 29 days before that date.
Go back and the shape gets clearer. V2X held W91RUS13C0006 for the same OMDAC-SWACA requirement from 2013 to 2021 at $1,300,868,234.87, and the award record carries the same recipient back to W91RUS06C0002, 2006 to 2011, at $1,228,708,103.04.
Twenty years, three contracts, one vendor, and the fourth one arriving without a PWS to bid against.
