How a Sustain Becomes a Deadline
GAO told the Army in August to amend the MAPS solicitation and reopen it for revised proposals. The Army has not touched the notice since June 19, seven more protests have been denied against the unamended terms, and October 10 is the sixty-day mark under 31 U.S.C. 3554(b)(3).
If you submitted a MAPS proposal on June 22, you have been waiting fifteen weeks for the Army to do something it was told to do in August.
It has not. And the thing worth knowing this morning is that the waiting now has a date on it.
Here is the state of the record. RFP W15P7T26RA006, Army Contracting Command Aberdeen Proving Ground, the multiple-award IDIQ the Army says is the follow-on and combination of RS3 and ITES-3S.
Its SAM notice was last posted 2026-06-19 at 23:34Z. That is Amendment 0010, which clarified the scope of Section C for financial services on page 7 and changed nothing else.
That is 108 days ago, and it is the last thing the Army has put on the public record for this procurement. Everything dated since came from GAO (chart below).

The Recommendation Nobody Executed
On August 11, GAO decided Intelligence Consulting Enterprise Solutions, Inc., B-424433.3 and B-424433.7. Three grounds went the Army's way: the Army Contract Writing System amendment numbering, the bar on using classified contracts as past performance references, and the alleged ambiguity in the pre-proposal Q&A.
The fourth did not. GAO held that the solicitation's prohibition on small business teaming arrangements violated the Small Business Act by denying small firms the choice between a teaming arrangement and a joint venture.
So GAO recommended two things: amend the solicitation to permit offers from small business teams as well as small business joint ventures, and reopen it with a reasonable period for new or revised proposals against the amended terms. It also recommended the Army pay ICES its protest costs.
Now, the word doing the work in that paragraph is recommended.
