How a Closed Vehicle Hands Off a $572 Million Program

Space Systems Command re-awarded Cheyenne Mountain's warning-system sustainment to Amentum on Monday for $572.4 million. The 2020 order rode OASIS, which stopped taking orders in March 2025. The new one rides Alliant 2, and its completion date sits 89 days past the last day Alliant 2 can carry a task order. Plus nine more notices that moved Monday.


Nine days ago we counted 209 DoD orders whose parent vehicle had already stopped taking orders, and closed with one question open.

"Whether a given agency follows the scope onto OASIS+ or writes its own solicitation is the question worth asking now, roughly eighteen months out, rather than when the RFP posts."

Monday's board answered it for one $563 million requirement, and the answer was neither.

Space Systems Command awarded Amentum Technology Inc. a $572,358,987 cost-plus-incentive-fee contract for operation, maintenance and sustainment of the NORAD Cheyenne Mountain Complex integrated tactical warning and attack assessment systems, legacy space command and control, and the tools around them.

Competitive, and seven offers came in.

The contract number printed on the board is 47QTCK-18-D-0056, which is not an Air Force number. It is Amentum's seat on GSA Alliant 2.

Where the Requirement Came From

The predecessor is FA8723-20-F-9001, carried on the award record as NISSC II, Amentum again, $563,016,257.37 obligated over a period that began June 25, 2020 and ends Dec. 25, 2026.

That one was a delivery order against OASIS, specifically Amentum's GS00Q14OADU120.

OASIS Unrestricted took its last order on March 1, 2025. The 2020 order has been running 664 days past that date and is still running today.

So the scope did not follow OASIS onto OASIS+, and nobody wrote an open-market solicitation for it either. It moved sideways onto an IT GWAC, and the PIID prefix went from Air Force to GSA while the contracting activity stayed put.

One number in that move deserves your attention.
