Five Points of 125 Doubles Your Share

DCSA's draft personnel vetting fieldwork package re-ranks its contractors every six months and converts the ranking into a percentage of the daily workload. Price is 50 of the 125 points, and in the agency's own worked example the cheapest bidder takes twice the work of a better performer. Feedback closes November 4.

If you have been carrying DCSA personnel vetting fieldwork on your pipeline with a March 2027 date and a question mark, the question mark came off on Friday afternoon.

At 3:53pm Eastern on October 23, DCSA's Office of Acquisitions posted RFIPVField2027 to SAM with nine attachments: a draft acquisition strategy, a draft PWS, draft technical exhibits, a draft ordering guide, two workload framework workbooks and a set of questions it wants industry to answer. Feedback closes November 4, which is nine days out.

The draft strategy answers the seat-count question the industry day left open. The ordering guide answers one nobody thought to ask.

"If the award only buys you a seat, what decides how much work you actually get?"

Five Seats Where There Are Two

Today the requirement runs through two task orders against two separate single-award IDIQs, both awarded December 7, 2022, both full and open, both with four offers, each with a $2.25B ceiling.

Peraton Risk Decision holds HS0021-23-F-0019 and CACI Inc.-Federal holds HS0021-23-F-0020. FPDS now carries $874,429,288.58 and $861,485,290.44 against them, $1.736B combined.

The draft goes to five.

Track 1 is initial vetting across the Low, Moderate and High tiers, and DCSA "intends to award up to three (3) Single-Award IDIQ contracts" on a best-value tradeoff. Track 2 covers continuous vetting issue resolution, upgrades of trust and reestablishment of trust. Track 1 winners can expand into it, and DCSA "may also award up to two (2) separate, stand-alone IDIQ contracts to additional vendors dedicated specifically to supporting Track 2."

So the bench goes from two names to as many as five, and every one of them holds its own single-award IDIQ rather than a seat on a shared vehicle. The ordering guide gives the reason in one line: "the criticality of preserving a robust, capable industrial base, and the national security implications of a no-fail mission."
